  1. Overview
Qatar’s Law No. (13) of 2016 on Personal Data Privacy Protection marks the country’s leadership in digital rights within the GCC. • Dependent on informed consent (except in justified cases)
  • Accurate, secure, minimal, and time-bound in retention
  1. Scope & Exemptions
The law applies to any personal data that can reasonably identify a person, processed electronically or in hybrid forms.
Exemptions include personal/family use, statistical purposes, and entities under Qatar Financial Centre (QFC), which follows GDPR-like rules.
  2. Individuals’ Rights
    Data subjects have:
  • Right to withdraw consent
  • Right to object to processing
  • Right to access, review, correct, delete, or obtain a copy of their data

  1. Obligations on Entities
    Data controllers must:
  • Process lawfully, securely, and fairly
  • Notify individuals before processing
  • Verify accuracy and minimize data
  • Respond to rights requests
  • Report serious breaches
  • Ensure processors follow instructions

Processors must:

  • Take security measures
  • Notify controllers of data risks or breaches immediately
  1. Sensitive Data & Marketing
Processing special categories (e.g., children’s, health, religious, ethnic data) requires authority approval.
Direct marketing via electronic channels needs explicit prior consent and must include opt-out options.
  2. Enforcement & Penalties
The National Data Protection Office (NDPO) under the Ministry of Transport and Communications enforces the Law.
    Fines:
  • Up to QAR 1M for standard violations
  • Up to QAR 5M for serious breaches, especially involving sensitive data
